The PSF (Policy Support Facility) service aims to support the Ministry of Higher Education, Scientific Research, and Innovation (MESRSI) in formulating a comprehensive national Research and Innovation (R&I) policy. This initiative seeks to address the pressing challenges of the 21st century while positioning the knowledge economy as a driver of sustainable and inclusive development in Guinea.

Key contributions of the PSF service will include:

• Mapping R&I structures and stakeholders: Identifying the institutions and actors involved in R&I across Guinea, along with their respective areas of expertise and intervention.
• Optimizing the R&I ecosystem: Reorganizing the national R&I system and its institutions to foster greater synergy, collaboration, and operational efficiency.
• Strengthening linkages between sectors: Bridging research, higher education, and industries, including health, socio-cultural sectors, and other fields that can benefit from research outcomes.
• Advancing key development agendas: Supporting Guinea’s alignment with global and regional goals, including the UN’s 2030 Agenda for Sustainable Development (SDGs 3 and 9), the African Union’s Agenda 2063 “The Africa We Want,” and the national Vision “Emerging Guinea by 2040.”

This service will be implemented by a team of international experts working in close collaboration with Guinea’s national team and the PSF team under the OACPS R&I Programme, ensuring a tailored, participatory, and impactful approach to policy development.
