This Policy Support Facility (PSF) service with CARIFORUM, a targeted initiative under the OACPS R&I Programme, aims at enhancing knowledge on the impact of R&I investments and the status of innovation ecosystems of CARIFORUM States. It will also address the region’s challenges in fostering sustainable socio-economic growth through research, development, and innovation (R&I).
The service, launched in response to a request from the CARIFORUM Secretariat, leverages the PSF’s hallmark Mutual Learning Exercise (MLE) approach. This method facilitates peer-to-peer exchanges, capacity building, and the development of practical guidelines tailored to the region’s unique context.
Objectives
The main goals of the PSF service are:
- Strengthening Innovation Ecosystems: Equip CARIFORUM States with policies to support national and regional R&I systems.
- Fostering Economic Diversification: Reduce reliance on vulnerable sectors by exploring growth areas like renewable energy, biotechnology, and digital technology.
- Supporting Youth Employment and Inclusivity: Enhance innovation capacity to create skilled jobs and reduce brain drain.
- Building Climate Resilience: Promote green technologies and sustainable agriculture to adapt to and mitigate the effects of climate change.

The PSF service employs the MLE to:
